Financial Audit of Social
Economic Welfare Development in Disaster Prone Area, Jambi and Bengkulu,
Sumatera, Indonesia – Project
For Yayasan KARINA
1. OBJECTIVE
The objective of the
assignment is to audit the accounts and evaluate the financial management
practices of Yayasan KARINA’s Financial Statement of Social Economic Welfare
development in disaster prone Area Jambi, Bengkulu, Sumatera, Indonesia Project,
period April 2010 up to April 2012.
Total project budget is IDR 3,068,756,700 purposed for Program CBDRR, Social
Economic Development, Health Service, Capacity Building, Monitoring and
Evaluation and Operational Cost of 408 beneficiaries in 342 beneficiaries in
Jambi. Budget for this audit will be charged to Social Economic Welfare
development in disaster prone area in Jambi, Bengkulu, Sumatera Indonesia,
Project Budget (P0830)
2. SCOPE
The
selected auditor shall conduct the following tasks:
· Audit and review
the accounts of Financial Statements for Social Economic welfare development in
disaster prone are Jambi, Bengkulu, Sumatera, period April 2010 up to April 2012.
· Certify that the
funds were utilized for their intended purposes according to the terms in the
project Memorandum of Understanding ( MOU );
· Produce a
management report on the evaluation of the financial management practices of Social
Economic welfare development in disaster prone are Jambi, Bengkulu - Sumatera
Project indicating the strengths and weaknesses, as well as corrective measures
needed to ensure proper financial management.
· Review the
financial aspects of procurement of goods ( purchase orders, tendering process
and supporting documents );
· Review all significant
contracts and audit all costs paid by Social Economic Welfare Development in
disaster prone area Jambi, Bengkulu, Sumatera Project,
· Assess the
Financial and Administrative Manual to ensure that the manual is complete and
that it reflects the procedures of current fiscal and administrative management
practices and procedures;
· Assess the
internal controls of Social Economic
Welfare development in disaster prone area Jambi, Bengkulu, Sumatera Project,
including controls related to personnel management, procurement, invoicing for
services rendered, inventories, assets (cash,
bank, fixed assets, etc ); and,
· Any other
related financial and administrative matter that may arise during the course of
the assignment.
3. ROLE OF THE AUDITOR
The selected auditor shall
meet with KARINA’s Executive Director prior to the audit and after the audit to
review his findings, prior to finalizing the report.
4. OUTPUT
The report shall describe the
major findings arising from the work performed together with appropriate
recommendations, both in English and in Bahasa Indonesia. The report shall also
include an audit opinion and management letter of Social Economic Welfare
Development in disaster area Jambi, Bengkulu, Sumatera Project.

The auditor shall consult the
following documents in conducting this assignment:
· KARINA’s Notary
Deed and any subsequent amendments, as well as KARINA’s Statute;
· Contracts for
all staff; Social Economic Welfare Development in disaster area prone Jambi,
Bengkulu, Sumatera Project.
· MOUs and project
agreements for all projects to be audited;
· Caritas Internationalis
Minimum Financial Standards;
· Yayasan KARINA’s
Financial and administrative guidelines; and,
· Yayasan KARINA’s
Human Resource Manual.

POSITION DESCRIPTION:
Project
Concern International (PCI) is currently seeking a Monitoring and Evaluation
(M&E) Specialist to lead the Monitoring and Evaluation activity of Disaster
Risk Reduction and Climate Change Adaptation project in Bengkulu. This is a
3-year project that aims to achieve strengthened resilience of vulnerable rural
populations in Bengkulu Province to disaster and climate change through the
following three intermediate results: strengthened institutional capacity for
disaster and climate change management; reduced exposure and vulnerability
through adapted livelihoods; improved disaster preparedness practices of
communities through knowledge and education.
The Monitoring and Evaluation Specialist will contribute to
the overall design and implementation of monitoring and evaluation activities
including baseline, final assessments, and design and management of trigger and
performance indicators systems. In addition, s/he will be responsible for
establishing, implementing and overseeing effective Disaster Risk Management
monitoring and information systems, including activities related to quality
assurance, capacity building, integration and institutionalization of M&E
systems among PCI and collaborating partners. S/he will also set standards to
improve program design, quality and documentation.
A secondary responsibility will be to support and oversee
training/capacity building activities ensuring that training design and
approach are participatory and based on the principles of adult learning.
The position will be based in Bengkulu
PRIMARY RESPONSIBILITIES:
· Work with program management team to refine and implement
Performance Management Plan (PMP)
· Oversee the design and implementation of baseline
assessments, program reviews, mid-term final evaluations and special studies.
· Prepare a monitoring and evaluation plan for the CADRE
program, measuring the impact of the program against goals and indicators
throughout the life of the program. ensure that effective M&E systems and
standards are incorporated into the overall program design and implementation
of the program
· Design, implement and/or provide technical assistance and
training on quality assurance and improvement of
programmatic interventions.
· Strengthen M&E capacity of PCI’s partners, including
data management, analysis, reporting and utilization of findings for program
improvement and application of state of the art M&E methods and techniques.
· Oversee the identification, documentation and sharing, both
within PCI and externally, of best and promising practices, including programs’
success stories, develop, and implement dissemination strategy.
· Routinely visit program sites to observe data collection,
conduct data verification exercises, evaluate processes and assist local NGO
partners in M&E activities in accordance with the program work plan.
· Prepare and submit narrative reports based on the
findings. The reports should particularly focus on the impact of services
provided by PCI and its implementing partner in this CADRE program and
adjustments to the program for more effectives.
· Analyze findings and outcomes of M&E activities
regularly, and provide feedback and updates to CADRE management Team, including
identification and mitigation of factors which may hinder program from reaching
desired outcomes.
· Provide training in assessment & monitoring
methodologies to relevant staff and NGO partner.
· Oversee the design and operation of databases for the entry
and analysis of survey data.
· Orient key staff and partners to M&E plans, data
collection and reporting methodologies.
· Contribute to PCI’s international M&E agenda, including
support of GIMS (Global Impact Measuring System) and participation in the
virtual Global M&E team.
· Collaborate and coordinate activities with program research
partners to effectively measure and evaluate the relative impact of various
community mobilization approaches.
· Review and support training design and quality
implementation.
· Design and oversee training evaluations
· Any other duties as assigned by the supervisor.
MINIMUM QUALIFICATIONS, EXPERIENCE, SKILLS, AND ABILITIES:
· Bachelor degree (Masters or equivalent degree preferred) in
Environmental, Social Welfare or Social Science, with broad-based expertise in
monitoring and evaluation methodologies.
· At least four years of experience related to M&E for
development programs and sound experience in planning and programming.
· Experience and capacity in institutionalizing M&E
systems and standards.
· Strong experience with data collection, management, analysis
and report production.
· Considerable work experience and capacity to collaborate
with partners at multiple levels
· Excellent computer skills including Microsoft Office Suite,
including knowledge of common statistical software packages, DRR
information technologies and software applications, relational database
systems and web technologies.
· Proficient in English, spoken and strong writing skills to
prepare reports, promotional materials and oral presentation
· Proven ability to work effectively in a team environment
with both technical and non-technical staff.
· Excellent inter-personal and inter-cultural skills.
· Excellent training and M&E capacity building skills.

Basic Education through Strengthening the Capacity of Local Government,
Non-State Actors, and Schools.
The project is a 24 months project based in Kabupaten Kaur, Bengkulu
Province, Indonesia.
The British Council is currently seeking some personnel with roles and
responsibilities are outlines below:
*Project Manager:*
- Preparing planning activities in consultation with relevant
stakeholders;
- Providing day-to-day project activities and professional management of
the project consultants (scheduling inputs, providing terms of reference,
agreeing quarterly work plans, reviewing progress and assessing reports);
- Line management of the administrative assistant and support staff;
- Maintaining policy dialogue with the Bupati, Wakil Bupati, Dinas
Pendidikan, Bappeda, DPRD, Dewan Pendidikan, Muhammadiyah, and related
institutions in the district.
- Supported by the National Senior National Advisor, negotiate agreement
on the aims of the project:
· Explaining the approach and methodology to the interested
stakeholders;
· Ensuring these agreements are disseminated at operational levels;
· Regularly feeding back and reviewing progress with local
government stakeholders.
- Drafting quarterly progress reports to the Stakeholders in liaison
