PROGRAM SUMMARY:
 
Mercy Corps aims to address the
complex underlying causes of malnutrition in urban poor settlements by building
healthy physical environments, cultivating positive social contexts, and
strengthening supportive economic relationships that facilitate access to and
utilization of affordable adequate nourishment. The Tofu Tempe SWITCH project will
improve the situation of micro, small, and medium factories producing tofu and tempe in urban and peri-urban areas of Indonesia by helping them access
energy-efficient technologies. This will increase productivity while reducing
dependency on unsustainable fuel sources such as firewood from building waste,
natural forest and urban woodland, thereby lessening carbon emissions. To
facilitate a market-based shift that will outlast the duration of the action
and replicate across additional informal processed food enterprises at a scale relevant
to the overall industries, the action will build the capacities of a local
partner and associates, including NGOs that provide business development
services; government Ministries eager to promote environmentally sustainable
production; financial institutions; and private-sector equipment suppliers
looking for new markets. Among consumers, the action will raise awareness of
sustainable consumption and production, creating a market incentive for more
producers to switch to energy-efficient technologies. Cost savings from this
switch will enhance livelihoods and help to alleviate poverty through improved
production resulting in increased incomes. 
 
This program also addresses
health and hygiene concerns by improving food quality for the large numbers of
the Indonesian population below the poverty line regularly consuming tempe and tofu. In
addition, the program will demonstrate a cost-effective transition from use of
firewood to cleaner alternatives, contributing to reducing risks of fires in
densely populated urban settings, and deforestation and environmental
degradation in Indonesia. 
The overall objective for this program is to reduce energy consumption and increase sustainable growth in urban food
processing industries in Indonesia.  The specific
objective is to promote sustainable
production and consumption of tofu and tempe,
and develop mechanisms for the replication of successful strategies. 
 
1.      Senior Project Officer - SWITCH
The Senior Project Officer of theScaling Sustainable Consumption and
Production in the Soybean Processing Industry inIndonesia Program (SWITCH)will work under the supervision of
the Program Manager, and is responsible to strengthen and support the service
market players within the tofu and sector through value chain and market
development approach in designing, developing, distributing and marketing the
clean equipments/technologies  in which
MSME factories producing tofu and tempe in urban and peri-urban areas of
Indonesia are easily to access those energy-efficient and eco-friendly
technologies.   
 
Qualifications:
* Bachelor degree in agriculture, industrial engineering and international development
* 4-5 years experience in international relief and development
* History of working effectively and respectfully with MSMEs, cooperative and financial Institutions
·         Strong
economic development background 
* Strong knowledge of  energy-efficient and eco-friendly technologies
* Knowledge of state-of-the-art tofu and tempe technology and solid networks within the tofu and tempe sector in Indonesia 
* Proficiency in Microsoft Word, Excel and other computer programs is required 
* Able to communicate English language oral and writing skills  
 
 
2.      Project Officer (Labeling and Certification) - SWITCH
The
Project Officer of theScaling
Sustainable Consumption and Production in the Soybean Processing Industry inIndonesia Program (SWITCH)will work under the supervision of
the Program Manager, and is responsible to propose the design/scheme of non
mandatory certification provided by consortium institutions which much concerns
with tofu tempe sectors such as MoE, Ministry of Industry and Trade, Consumer
Group Foundation, Cooperatives, Forum Tempe, America Soybean Association,
SUCOFINDO, etc. 
Qualifications:
* Bachelor degree in health, social, and other field. 
* 3-4 years experience in working at the economic development project and research field
* Able collaborate with different organizations and interact with producers
* History of working effectively and respectfully 
·         Has
a touch of patient but tough
* Proficiency in Word, Excel, other program is required 
* Able to communicate English language oral and writing skills  
 
 
3.      Project Officer (Consumer Group Mobilization) - SWITCH
 
The Project Officer of theScaling Sustainable Consumption and
Production in the Soybean Processing Industry inIndonesia Program (SWITCH)will work under the supervision of
the Program Manager, and is responsible to cooperate closely with Forum Tempe,
Association of Vegan in Indonesia, Consumer Group and local government as
well  in order to influence and encourage
consumers to purchase and consume the hygienic and eco-friendly tempe and tofu
product.
 
Qualifications:
* Bachelor degree in health, social, and other field. 
* 3-4 years experience in working at the economic development project
* Able collaborate with different organizations and interact with consumers
* History of working effectively and respectfully

4.       Monitoring & Evaluation Officer - SWITCH
The Monitoring and Evaluation
Officer of theScaling
Sustainable Consumption and Production in the Soybean Processing Industry inIndonesia Program (SWITCH)will work under the supervision of
the Program Manager, and is responsible to assess and develop M&E tool to
ensure that the result of project activities will be based on the logical frame
analysis of project proposal and donor needs.   
Qualifications:
* Bachelor degree in statistical, math, social economy and international development
* 4-5 years experience in working at the M&E of International Relief and Development
* Know and able to apply the M&E  system developed by DCED (Donor Committee on Enterprise Development)
* History of working effectively and respectfully with M&E system
·         Strong
analytical on project implementation and achievement 
* Proficiency in Microsoft Word, Excel and other computer programs is required

5.      Documentation Officer - SWITCH
The
Documentation Officer of theScaling

the Program Manager, and is responsible to develop a Knowledge Management
System and tools for supporting the implementation of SWITCH, for capturing,
documenting and disseminating the program learning such as case studies, best
practice and documentaries. 
Qualifications:
* Bachelor degree in social, IT, other field. 
* 3-4 years experience in working at the learning product and documentation of International Relief and Development
* Know and able to design the website/blogg
* Know and able to make short film documenter
* History of working effectively and respectfully with learning product and documentation
·         Has
a touch of art  
* Proficiency in some related software for documentation work is required 
* Able to communicate English language oral and writing skills

1. Project Officer - Scale Resilience

PROGRAM SUMMARY:
Indonesiafaces diverse and severe natural
hazards that are being exacerbated by climate change. The effects of these
hazards take a great toll on communities, the economy and the environment.
However, cost effective opportunities exist for strengthening resiliency such
as disaster preparedness planning, mitigation measures and adaptation to
climate change. With its sound Disaster Management Law, existing National
Action Plan Addressing Climate Change, and a robust culture of civil society, Indonesia is in
a strong position to find practical and scaleable solutions for these problems.
The critical need is to link political will at the national level, with
institutional capacity among provincial, district, and sub district
governments, civil society organizations and the private sector. While at the
same time, resiliency activities must utilize local knowledge and the
mobilization potential of vulnerable communities themselves.

Climate change will dramatically impact cities and other
urban areas, especially those in coastal zones. The high incidence of
hydro-meteorological and other disasters affecting urban areas, particularly in
vulnerable regions, is a challenge to local officials and their communities in
being prepared and proactive in addressing increasingly frequent and extreme
climate change events.

To address these inter-related challenges of climate change
adaptation and disaster risk reduction, Mercy Corps Indonesia was awarded
funding by the USAID to undertake CADRE – The Stakeholder Coordination,
Advocacy, Linkages and Engagement for Resilience (SCALE Resilience) as the leading
agency . The overall goal of CADRE – SCALE Resilience program is to, “improve
resiliency of populations in Indonesia that are vulnerable to natural hazards
and impact of climate change through strengthening the capaprovinces and sub
districts of government, civil society, and the private sector to reduce risks
and adapt to climate change.”

In partnership with the Indonesian
Society for Disaster Management (MPBI), the Urban and Regional Development
Study (URDI) and an international research organization -Institute for Social and Environmental Transitions
(ISET), Mercy Corps will have activities across a wide array of geographies
including the provinces of West Sumatera, Lampung, and Maluku and the
municipality of West Jakarta with focused in two sub districts of each area.
Mercy Corps will work through secondary partnerships with a broad spectrum of
actors including national, provincial, and sub districts government,
universities and research institutions, local NGOs, and the private sector to
experiment with a range of activities that will provide visible demonstration
and documentation on how they collectively improve the ability to withstand,
prepare for, and recover from the disaster risks and projected impacts of
climate change.

The three main objectives of the CADRE – SCALE Resilience
program are including:
1. The improved linkages between national-level government, provincial and district governments and communities, leading to more coordinated and inclusive planning for disaster risk reduction and climate change adaptation.
2. Government and vulnerable communities demonstrate improved awareness of specific risks from hazards and climate change
3. Targeted vulnerable communities have reduced their vulnerability to hazards and climate change impacts, by developing and implementing pilot projects in collaboration with local government

The Project Officer will work closely with Provincial
Advisory Committees (PACs) or existing platform and Sub District Working Group
(SDWGs) coordinators to organize and facilitate their activities to develop,
plan, budget, and identify potential funding for participatory, local level,
climate change resilience and DRR strategies;. The project officer will be
required to work with a wide range of networking with provincial and sub
districts stakeholders spanning civil society, private sector, local
government, etc.

Qualifications:
* Experience in Indonesia DRR or climate change initiatives and urban development;
* Experience working as part of a multi-disciplinary team;
* Experience in networking and project implementation, and documentation related to Indonesian climate change issues, and Indonesian government climate change initiatives and actors;
* BA/S or higher in environmental sciences, or similar field;
* Ability to communicate in English verbal and written preferred;
* Strong familiarity with Microsoft Word and Excel are mandatory.
* Candidate must be willing to travel regularly to Jakarta.
