Sulawesi Selatan”

 

 

Tentang Kami: 

 

The International Republican Institute (IRI) adalah organisasi nirlaba
yang berpusat di Amerika Serikat dan bekerja untuk pengembangan demokrasi di
seluruh dunia. Sejak 1998, IRI sudah melaksanakan berbagai program di Indonesia
untuk mendorong dan memperkuat pengembangan demokrasi melalui penguatan Partai
Politik, Masyarakat Madani, maupun institusi-institusi lain yang mendukung partisipasi
aktif masyarakat dalam demokratisasi. 

 

Program-program yang telah dilaksanakan IRI selama ini antara lain
berkaitan dengan Pemerintahan Lokal, Perempuan dalam Politik, Pengembangan
partai Politik, Demokratisasi dan Reformasi Partai Politik, Polling Politik dan
Kelompok Diskusi, serta Komunikasi Politik. 

 

Untuk program IRI selanjutnya, melalui RFP ini IRI akan mengumpulkan
dan menseleksi proposal-proposal pengembangan dan implementasi dari Gugus Tugas
Privat/Publik yang bertujuan untuk mengidentifikasi area spesifik dari
pelaksanaan pelayanan publik. Kegiatan ini bertujuan memberikan rekomendasi
berupa solusi legislasi yang memungkinkan kepada DPRD.

 

 

Ringkasan Program: 

 

Dengan dukungan United States Agency for International Development
(USAID), IRI membuka kesempatan untuk bekerjasama  dengan organisasi Masyarakat Madani yang
peduli pada pelayanan publik untuk mendesain dan mengimplementasikan gugus
tugas sektor Privat dan Publik yang akan mengidentifikasi isu-isu penting dalam
pelaksanaan pelayanan  publik di Provinsi
Nangroe Aceh Darussalam. Bersama IRI, selanjutnya Organisasi rekan akan bekerja
sama dengan peserta gugus tugas untuk mengembangkan rekomendasi legislatif yang
akan disampaikan kepada DPRD Sulawesi Selatan.

 

Organisasi rekanan bertanggung jawab merekomendasikan anggota gugus
tugas baik sektor privat maupun sektor publik, membantu gugus tugas
mengembangkan prosedur dengan daya operasional yang efektif, meng-koordinasi
pertemuan bulanan, memastikan kelanjutan fungsi efektif dari gugus tugas,
membuat dan menyerahkan laporan pelaksanaan jangka menengah dan laporan final termasuk
berbagai keperluan administratif serta tanggung jawab terkait perencanaan.
Pelaksanaan mulai Maret 2012.

 

Penyerahan Proposal:

 

Proposal selambat-lambatnya diterima pihak IRI pada pukul 16:00
Hari Kamis  18 Maret 2012.
Seluruh proposal harus mencantumkan ringkasan program, pengalaman dalam
pengerjaan program serupa, detil anggaran, dan nama-nama peserta program yang
mewakili ragam kaum professional maupun kepentingan politik untuk menghindari
bias dan tidak partisan. 

 

Proposal dikirimkan dalam dua versi, Bahasa Indonesia dan Bahasa
Inggris. RFP ini mencakup pekerjaan yang harus diselesaikan pada kalender tahun
ketiga (2012) dari program selama 3 tahun. Anggaran Proposal tidak boleh
melebihi US$ 9,500.00.

Vacancy for : Project Officer

We are currently seeking to recruit a Project
Officer to provide assistance for a CIDA-funded project to support Indonesia’s
Islands of Integrity Program for Sulawesi(SIPS) and to be based in MAKASSAR, South Sulawesi. 
Terms of Reference for this position are as follows:
 
 PROJECT OFFICER, SOUTH SULAWESI
 
The primary duty of the Project Officer will be to
provide on-the-ground project monitoring, reporting and analytical support to
the Canadian Project Director. Specific responsibilities will include:
·         Liaising with key provincial, district and
municipal level decision-makers and project CSOs to facilitate project
implementation;
·         Providing logistical and coordination support
for project activities;
·         Helping to plan, organize and ensure the
efficient delivery of workshops, seminars, training, coaching and other project
activities;
·         Identifying emerging project implementation
issues and alerting the Project Director;
·         Analyzing and providing written advice on the
local governance context; and
·         Assisting with reporting and planning.
 
Project administration responsibilities include:
·         Financial management;
·         Logistics and administrative duties, including
vehicle management and office security;
·         Manage project communication and IT resources;
·         Management and maintenance of Sulawesi Selatan
office project inventory and physical resources;
·         Supervision of professional and administrative
staff and consultants;
·         Staff training and professional development.
 
Qualifications:
Education:  
·         Minimum of an undergraduate degree with specialization
in public administration, project management, local governance reform or other
specialties relevant to the position;
·         Additional relevant education and/or
professional training would be an asset.
 
Experiences: 
·         Work experience (minimum 7 years) providing
coordination and logistical support for project activities;
·         Experience in identifying emerging project
implementation issues, analyzing and advising on the local context, and assisting
with reporting and planning activities related to complex development
assistance projects similar to SIPS.
·         Experience in building relationships and liaising
with a range of interested parties including senior level government officials
and civil society groups.
·         Experience in the area of licensing, performance
incentive and procurement reforms would be beneficial.
·         Experience working in Sulawesi Selatan; understanding
of Sulawesi Selatan culture, politics and languages would be beneficial.
 
Knowledge:
·         Demonstrated knowledge, gained through
experience, of local governance issues and reforms in Indonesia and more
specifically Sulawesi.
·         Sound understanding of the importance of civil
society participating in local governance activities.
·         Familiarity with decentralized governance in
Indonesia, including transparency and accountability mechanisms.
 
Skills:
·         Previous experience working with bilateral or
multilateral donors in a similar capacity/role as required for SIPS.
·         Excellent Indonesian communication (speaking and
writing) and presentation skills, including knowledge of PowerPoint.
·         Ability to work well with people, both
governance and civil society, from different backgrounds and levels of
responsibility.
·         Strong English oral, written and reading skills.

Internal and External vacancy: Maternal Newborn Health (MNH) Clinical Specialist - 5 post, based in 2 West Java, 2 East Java and 1 South Sulawesi (code: MNHC Spec-WJ/EJ/SS)

Save the Children partners with children, communities, local organizations and the government of Indonesia to transform the lives of Indonesia children and their families. Currently Save the Children has an immediate need for experienced staffs to be part of our EMAS Team and will be based in Java and Sulawesi area.

The Expanding Maternal and Neonatal Services (EMAS) project is a five year USAID-funded project that seeks to reduce maternal and newborn mortality in Indonesia. It will focus on improving the quality of emergency obstetric and newborn care provided by hospitals and puskesmas and on strengthening regional referral systems that transfer sick mothers and newborns between facilities. 

The positions we are looking for are:

Maternal Newborn Health (MNH) Clinical Specialist - 5 posts, based in (2)West Java, (2)East Java and (1)South Sulawesi (code: MNHC Spec-WJ/EJ/SS)

The MNH Clinical Specialist, based in West Java and South Sulawesi, reporting to the Provincial Team Leader, will be working closely with provincial staff with oversight by Jakarta-based technical advisors. The MNH Clinical Specialist will provide support and guidance to all EMAS supported clinical activities at the provincial and district levels and will assist with implementation of specific EMAS Project activities including: facility level quality improvement initiatives, on-site mentoring and training, near miss audits and maternal/prenatal death audits, and adaptation of training and mentoring materials as needed. In addition, the MNH Clinical Specialist will work together with provincial and district level EMAS staff to build relationships with regional facility staff, Provincial and District Health Offices, local community organizations and community and professional leaders. 

Core Responsibilities:

ü Provide technical support in the area of MNH health at the provincial and district level as directed and consistent with overall EMAS project goals and objectives

ü Ensure national and global best practices are incorporated into EMAS maternal and newborn health strategies and activities at the provincial and district level

ü Assist in the implementation of quality improvement activities including workshops, facility assessments and ongoing monitoring of facility performance

ü Assist in the implementation of facility based clinical governance activities including: Near Miss Audits, Death Audits, Dashboard Indicators, and clinical case reviews.

ü Assist in the identification of EmONC applied training and equipment needs at the facility level 

ü Assist in the provision of EmONC competency based training and on-the-job mentoring activities as needed

ü Work with EMAS M & E staff to track relevant clinical data and results

ü Participate in strategic meetings and planning exercises with Provincial and National staff

ü Organize technical assistance visits by EMAS clinical advisory team, EMAS partners and consultants

ü Develop and maintain excellent relationships with colleagues and partners at the Provincial and National level, and participate in team activities as requested

ü Compile technical reports as directed

ü Work with EMAS staff to prepare and track progress of project activities

JOB REQUIREMENTS (Education, Experience and Skills):

· Medical Doctor preferred: Pediatrician, Ob/Gyn or G.P. with MNH experience

· Experience in providing technical oversight to maternal and newborn health programs

· Strong leadership skills as well as technical capacity to support MNH service delivery at the hospital and puskesmas level

· Ability to conduct and monitor effective quality improvement, training and clinical mentoring activities in the hospital and puskesmas setting

· Experience working on NGO projects preferred

· Ability to work effectively as part of a multi-cultural and multi-disciplinary team

· Strong interpersonal, writing and oral presentation communication skills in Bahasa Indonesian and English

· Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform

· Ability to travel to designated districts and facilities within the province as needed
