Chemonics seeks Grants Manager

Chemonics International seeks a Grants Manager to be located in Jakarta for
the USAID-funded Indonesia Marine and Climate Support (IMACS) project. This
project provides technical support for improving key marine and fisheries
sector components with the Ministry of Marine Affairs and Fisheries (MMAF),
local governments, coastal communities, and the private sector.

Responsibilities include:

· Responsible for overseeing the management of all grants
awarded by the IMACS project and ensuring that they are in compliance with
USAID regulations, the IMACS contract signed by USAID and Chemonics, and
Chemonics policies.

· In cooperation with USAID, the Grants Manager will (1)
establish eligibility of potential grantees, (2) support the selection
panel in the awarding of grants in a timely fashion, (3) oversee the
effective and timely implementation of the grants program, including but
not limited to solicitation, award, monitoring and closeout of grants, and
(4) ensure that all grant activities and their results are properly
reported in accordance with the grant agreements, the IMACS contract, work
plan and performance management plan.

Qualifications:

· Advanced degree preferred

· Grants experience on former USAID projects is preferred

· At least 7 years of experience in a role relevant to the
work listed above

· Fluency speaking and writing in English

Currently we are looking for the following position:

ADMINISTRATIVE ASSISTANT

This position provides administrative support for an operating unit or department. These functions include various office tasks including, but are not limited to: answering phones, sorting/distributing mail, maintaining office asset, working with vendors, drafting correspondence, maintaining logs and costs, organizing and filing. This may also include handling inquiries about operating unit activities, assisting in maintain office library. May prepare accounting forms and disbursement requests. Coordinates logistical support for program training events and/or meetings and produces narrative and/or financial reports as needed.

The duties are: (1) Assist Office Manager for meeting arrangement, donor trips and special event; (2) Responsible to provide Guaranty Letter for hospitalization and hotel as required; (3) Responsible to entry Balikpapan Staff Time Report into software and driver’s Over Time every month and send to Jakarta Office; (4) Arrange hotel for TNC staff and guest as required; (5) Travel arrangement ; airplane ticket, getting traveler’s and visitor’s ATR; (6) Responsible to arrange vehicle request to field and town around; (7) Smooth and prompt handling of fax and telephone inquiries to the Balikpapan Office; (8) Smooth and prompt answering telephones and copying; (9) Procure office supplies and equipment as instructed; (10) Arrange permits and relevant documentation for Balikpapan Office vehicles; (11) Responsible to maintain office assets – fax machine, photocopy, telephone, generator, etc. – in good working order; (12) Responsible to maintain Balikpapan inventory list and together with Office Manager re-check the assets condition periodically; (13) Supervise driver, cleaning service and security; (14) Work closely with driver to monitor vehicle maintenance and operational log; (15) Assist Balikpapan Finance Office to make summary of tickets and hotel based on invoice; (16) Perform other tasks as instructed to ensure smooth functioning of the Balikpapan Office.

Requirements:

· HS Diploma or equivalent plus at least 1 year of experience. Some higher education preferred.
· Must be responsible, dependable, and work well with a variety of others.
· Excellent verbal and written skills in English and language spoken in the Division/Region. Ability to perform high quality translations in either language.
· Demonstrated experience in MS Office, Word and Excel. May require Power Point and Data Base Management skills. Ability to use advanced computer functions including navigating the Internet. Ability to manipulate, analyze and interpret data.
· Understanding of and relevant experience in the culture of the country/region. May require fluency in foreign language(s) to support global operations. Specific language(s) may be preferred depending on operating unit.
· Proven organizational skills and attention to detail. Meet deadlines.
· Demonstrated flexibility to changing situations and priorities.

This position will be base in Balikpapan Field Office.

General Functions :
 
Under direct supervision of Operations Assistant II in Pekanbaru and the overall supervision of the Programme Coordinator the incumbent will be responsible for assisting the migrants, movements and the other relevant project activities. In most instances, it is expected these activities will fall under the Service Areas of Care, Maintenance, and Assisted Voluntary Return for Irregular Migrants (IMs). In particular, he/she will: 
 
1.      Responsible for the care and maintenance of IMs under IOM auspices in his/her area he / she assigned and in strict compliance of the agreed IOM Operational Guidelines.
2.      Monitor Irregular Migrants activities and ensure that all basic services are provided to all Irregular Migrants (IMs) under IOM auspices in a timely and efficient manner. Basic services to be accommodation facilities, basic personal supplies and toiletries, security and medical assistance, including psycho-social counselling.
3.      Visit Irregular Migrants regularly and under take activities as indicated in the visit activity / work plan prepared in coordination with supervisor.
4.      Provide counselling to Irregular Migrants on their option to continue stay in Indonesia or Voluntary return to country of origin.
5.      Implement tailored psychosocial programme activities for the irregular migrants and ensure that the implementation of social and religious and educational/ vocational activities and the like, are culturally appropriate and fully respects the confidentiality of the information on the migrants.
6.      Prepare and submit reports of visit conducted to the Supervisor.
7.      Coordinate with the Medical and Mental Health teams to ensure that all Irregular Migrants are provided adequate and appropriate medical services, including psychosocial counselling.
8.      Distribute basic supplies to IM’s on agreed schedule.
9.      Coordinate with local authorities on Irregular Migrants activities in area of responsibility.
10.  Coordinate with Senior Operations Assistant to arrange the transportation for IM’s movement.
11.  Escort IM’s on the movement as required and ensure that specific duties as escort are carried out efficiently and effectively. Close coordination with the Head of Office is necessary for this task.
12.  Ensure that all relevant staff is informed of any concerns of the IMs under IOM care. 
13.  Coordinate with colleagues regarding resettlement and AVR issues.
14.  Undertake other duties that may be assigned from time to time which are commensurate to the position. 
 
Desirable Qualifications:
 
Diploma in management, Economics, Political, social science, or business and counselling. A university degree in any of these fields will be highly regarded. At least one to three years of experience in any of these fields, particularly in dealing with migrants and trainings.
 
Effective organizational skill and ability to establish priorities and plans, ability to work under pressure and cope with deadlines. Proficient in computer applications.
 
Good written and spoken communications skills, good interpersonal skills, high loyalty, ability to work in a multi - cultural environment and good working in team.
 
Fluency in English both oral and written.
