Vacant position in Kupang, East Nusa Tenggara: PROJECT OFFICER (PO)

International Indonesia (CII), as an international NGO, has carried out large
scale operations in Indonesia, encompassing emergency operations, transitional
activities centered on agriculture and nutrition and a range of development
initiatives in such areas as water and sanitation, health and micro-credit.

Indonesia in Kupang, East Nusa Tenggara is currently recruiting the following
position:

JOB SUMMARY
 
The Project Officerwill supervise directly the
Community Facilitator in city level and will work closely with Community
Mobilization Specialist, Water & Sanitation Specialist, Institutional
Development Specialist, Gender consultant and Regulation development
consultant.
 
RESPONSIBILITIES AND TASKS
 
More specifically the specialist will assist and
support the PM in the following activities in the three participating
provinces:
 
·      Coordinate project implementation with WES working
team (Pokja-AMPL), other related sectors and projects;
·      Establish relationships with key project GOI and
LNGO, CBO and private partners at municipality levels;
·      Supervise implementation of all project components
in the related municipalities;
·      Participate in selection and supervise Urban
Community Facilitators (CF).
·      Assist the PM and Pokja-AMPL in securing matching
funds from related local GOI, municipal agencies and private sector;
·      Coordinate, facilitate and supervise the
implementation of the project consultative meetings with municipalities,
sub-municipalities and eligible communities during the urban village selection
process. Facilitate needs assessment in the eligible areas;
·      Review and prioritize Letters of Commitment
submitted by communities interested in participating in KOTA project and other
related supporting projects initiated in urban areas by KOTA project. Assist
Pokja-AMPL in the selections of communities according to the selection criteria
and process in an open and transparent manner;
·      Determine the training need necessary for the city
forums component and other urban village projects;
·      Organize regular and annual review meetings with
KOTA project key stakeholders to monitor project progress and develop
responsive actions for the problem developed;
·      Prepare narrative reports for any other urban
project implemented as a part of KOTA project;
·      Supervise data collection, entry and analysis for
the KOTA project component.

QUALIFICATIONS
 
·      Have a degree Environmental/Civil Engineering,
Public Health and other relevant field;
·      At least 3 years experience with International
NGO  and 3 years experience in related
technical aspects in urban area;
·      Fluency in English and Bahasa Indonesia (Verbal and
written);
·      Ability to work with a team and with minimum
supervision;
·      Demonstrated capacity to work as a team member; 
·      Facility with Excel and Word Office application.
 
WORKING
CONDITIONS
 
Travel 80 % on the area project covered.

Accountabilities: Within the assigned unit, the Programme Assistant will 
be responsible for the following duties: 

Undertake negotiations for and prepare project documents with 
government ministries and other participating agencies; 
Organize project planning missions, meetings and briefing sessions 
to identify and analyze problems and recommend project; 
Assess project performance including utilization of resources and 
achievement of planned targets; 
Monitor, update and track data related to project issues, 
commodity pipelines and financial allotment status reports, informing the 
relevant divisions accordingly; ensure accuracy of data related to the 
above; 
Analyze and prepare projections for food commodities and non-food 
items to ensure timely call forward and/or local procurement; 
Assist in compiling monthly statistics on food aid and support 
provided 
Maintain records on programme activities, from formulation stage 
through completion, by extracting relevant information from reports, 
project committees, budget records and other documentation; make 
information available for country briefs, country profiles, and other 
related purposes; ensure project cycle deadlines are met; 
Analyze contract terms and conditions, and correct any observed 
discrepancies between contract rates and invoice amounts; 
Carry out advocacy and information related tasks for 
project/programme activities such as making interventions and 
presentations in meetings, workshops, seminars, missions, etc; 
Prepare status and progress reports by providing information and 
background material for use in discussions and briefing sessions; 
Provide guidance, on-the-job training and assistance to support 
staff; 
Evaluate, develop, and recommend procedures. Participates in 
discussions on new/revised procedures and practices; interprets and 
assesses the impact of changes and makes recommendations on follow up 
actions; 
Provide training to counterparts and communities as required on 
WFP procedures, local food processing, nutritional aspects, hygiene, etc. 
Perform other related duties as required. 

Qualifications and Experiences: 

Education: Secondary school education, preferably supplemented by courses 
in human resources, public administration, transport, development 
economics or other related field. 
Experience: At least three years of progressively responsible experience 
of which at least one year was closely related to programme functions. 
Knowledge: Training and/or experience utilizing computers including word 
processing, spreadsheet and other software packages. 
Language: Fluency in both oral and written English and Bahasa Indonesia. 
Other Desirable Skills: Training and/or experience using Word, and Excel; 
WFP’s Information Systems (WINGS) and other WFP software; knowledge of WFP 
financial regulations; and rules and WFP policies and procedures in the 
area of work.

General Functions:

Under the direct supervision of the Psychosocial Support Coordinator, IOM Indonesia for Psychosocial and Mental health matters and the overall supervision of the Programme Coordinator, IOM Indonesia and in close coordination with sub office structures, the incumbent will provide oversight, supervise and monitor the implementation of the psychosocial assistance activities for the irregular migrants in Indonesia. In particular, he/she will:

1. Implement tailored psychosocial program activities for the irregular migrants (IMs) and ensure that the implementation of social, religious and educational/vocational activities and the like, are culturally appropriate and fully respects the confidentiality of the information on migrants.
2. Work closely with the IOM team (medical, operation, and other related officers), local authorities and/or national government, international organizations, and NGOs to inform and advocate for remedies and solutions to psychosocial and protection issues faced by irregular migrants.
3. Assess psychosocial and protection needs and identify problems/gaps, risk and vulnerabilities, including those related to gender and age. Propose/prioritise initiatives to reduce these risks and increase the resilience capacity within the IMs communities in detention and community settings.
4. Ensure presence in IMs communities through regular visits to detention centres, temporary settlement areas to collect information on the conditions faced by IMs including the availability of humanitarian assistance (shelter, food, water/sanitation, health and education) and access to services by different segments of IMs populations.
5. Actively engage the IMs in the development of psychosocial activities and use available resources within the target population. Encourage migrants to provide assistance to their own community members by sharing their own knowledge and skills to influence the decision making process affecting their daily living situations.
6. Ensure referral mechanisms are established for referring migrants with potential mental/psychosocial health problems or any other general health issues to the appropriate health care service providers in the area.
7. Provide basic counselling and implementation of psychosocial activities where needed, possible and appropriate in a scheduled manner including specific educational activities addressing the identified social-health issues.
8. Organize case management for case record, collate, review for completeness of information and maintain a filing, retrieval and forwarding system of documents/records for each migrant undergoing assessment, mental / psychosocial consultation, treatment, referral and follow up.
9. Conduct ongoing monitoring, analysis and reporting of the psychosocial condition of the IMs and provide periodic reports of psychosocial activities conducted in the designated areas including psychological reports and statistics on a monthly basis to the Psychosocial Support Program Coordinator.
10. Perform other duties as may be assigned.

Desirable Qualifications:
University or Bachelor degree in social work, psychology or alternatively, a combination of relevant experience and training in this field. At least three years of direct work experience in social work, have worked in settings with protection issues such as battered women, rape victims, family/domestic abuse and trauma/post care. Experience in working with irregular migrants; trafficked persons; general counselling and networking.

Excellent communication skills, personal commitment, efficiency and flexibility. Ability to work with minimal supervision. Excellent understanding and application of ethical practices within the disciplines and a good understanding of rights based approaches. Good level of computer literacy. Awareness of gender issues. Ability to work effectively and harmoniously in a team with colleagues from varied cultures and professional backgrounds.

Language: Proficient in the English language, proficiency in languages spoken by migrants (Farsi, Arabic, Tamil, Myanmarese) is an advantage.
