SERASI Vacancy: Program Officer - Education, based in Papua.

URGENTLY REQUIRED
SERASI is a USAID
funded project that supports Indonesia’s continuing evolution into a peaceful, justice and democratic nation with respect for pluralism and 
protection of human rights for all citizens, accomplished through rapid and flexible programmatic, administrative and logistical support for USAID’s strategic grants and technical assistance program in the areas of democracy and
governance, health, and education. In the coming year SERASI will significantly 
expand it focus in Eastern Indonesia and seeks qualified individuals to fill
the following position:


PROGRAM
OFFICER - EDUCATION, Papua Based (Code: POE-PPA)

General
Description of Role:

-Develop grant proposals/sub-contracts in consultation with Indonesia and international NGOs, and under the supervision of the Program manager to address Overall program objectives in Year 5.

-Ensure compliance with all procedures and policies for grant development, issuance, management and grant closeout – i.e. the entire life cycle of the grant. 
-Develop collaborative and
transparent relationships among NGOs, academic institutions, private sectors,
and the Government. 
Responsibilities:
1.    -Undertake
all substantive development of grant proposals/applications and obtain required
approvals both internally in SERASI and with USAID to turn grant ideas into
actual grants. 
2.     -Ensure
programs supported by SERASI are in line with the overall project objectives,
and the allocated budget is utilized effectively.  
3.     -Socialize
the IRD SERASI program to potential grantees (NGOs, academic institutions, etc)
in order to develop sound grant proposals to meet the project objectives.
4.     -Ensure
proposal and institutional compliance in the program development process.
5.     -Ensure
there is internal consistency in the proposals with program and financial
elements.
6.     -Review
grant agreement modification request submitted by grantee and ensure
modification is fully justified.

Required Qualifications: 
·         -Minimum bachelor degree in relevant field
(relevant experience may substitute the relevant degree).  Degree in an education related field is
preferred. 
·        -Minimum 5 years working experience in a
similar position in an NGO or an international organization with direct
experience for program development and manage 
-Previous experience working with grants and
grantees, knowledge of the general grant cycle, and how to work with grantees
on large, complex grant programs in the field.
-Minimum
5 years experience in a similar position working on matters of education programming and or education policy in Indonesia.Demonstratedknowledge of education issues in development,
particularly as they relate to Eastern Indonesia and Papua.

approaches to issues related to child protection, health, education,
livelihoods, emergency response and disaster risk reduction. Save the
Children partners with children, communities, local organizations and
the government of Indonesia to transform the lives of Indonesia children
and their families. Currently Save the Children has an immediate need
for experienced staff members to improve the well-being of children by
integrating water and sanitation facilities and hygiene promotion in 225
primary schools in three provinces of Indonesia: NTT, Sulawesi and
Papua.



WISE Program:

Save the Children in Indonesia (SCiIDN) proposes to improve the
well-being of children by integrating water and sanitation facilities
and hygiene promotion in 225 primary schools in three provinces of
Indonesia: Sulawesi (Sorong District), NTT (Belu District) and Sulawesi
(Soppeng District). In partnership with UNICEF and Care, the WISE (WASH
in Schools Empowerment) program will support four main activities: 1)
design and construction of cost-efficient, low-technology sanitation
facilities in schools, 2) hygiene promotion in schools and communities,
3) creation of an enabling environment for improving sanitation, and 4)
monitoring, evaluation, learning, and sharing of best practices. Save
the Children will lead the three agencies in planning, implementing, and
monitoring school-based activities, including hygiene promotion in
schools, training teachers and parents about good hygiene behavior,
expanding the Little Doctors (Dokter Kecil) peer education program, and
improving school-based management of hygiene activities. 

In addition, with funding from Wrigley's, SCiIDN will integrate an oral
health component into WISE. This will include 1) distribution of
toothbrush/tool paste, 2) integration of school based oral health
promotion into the curriculum and school activities, and 3) school based
dental checks.



The position we are looking for is :



Health & Hygiene Specialist (code: HHS WISE) - 1 post based in Kupang,
NTT



The Health & Hygiene Specialist, based in Kupang, reporting to the WISE
Project Manager, will be responsible to provide technical assistance to
SC, and Care Wise project teams to ensure high quality implementation of
school based health & hygiene promotion. S/he is expected to travel
frequently to provide onsite support to teams in South Sulawesi, Papua
and NTT. S/he will lead the technical development of training materials
and be responsible for monitoring implementation quality.



Core Responsibilities:



1. Provide technical leadership for the development and
implementation of school based health & hygiene promotion inclusive of
teacher training, curriculum integration, and development of peer
education programs (dokter kecil).

2. Closely collaborate with Unicef and Care technical specialist
to ensure SC health & hygiene promotion methodology is coordinated and
in sync with WISE Consortium implementation plan and M and E framework. 

3. Function as lead facilitator for master TOT trainings for
health & hygiene promotion in all Wise target districts

4. Provide onsite coaching on implementation of school based
health & hygiene promotion in six Wise target districts.

5. In collaboration with Wise PM, ensure regular high quality
monitoring and evaluation of program implementation and progress against
indicators and outcomes according to Wise consortium monitoring and
evaluation framework and SC SHN reporting requirements.

6. Support WISE PM to draft monthly, quarterly and annual reports
as per donor and SCiIDN requirements. 

7. Establish and develop strong and effective relationships with
key government and non government stakeholders at provincial and
district level.

8. Provide quarterly technical updates to Wise project staff and
partners on global evidence and program learning from SC's global school
health and nutrition and WASH programs.



Requirements:



- Bachelors University Degree or equivalent in a relevant field

- At least 5 years work experience with non-government
organizations in the areas of health, or education and

- Knowledge and skills in methods to promote health & hygiene
practices in primary schools

- Capable to design and facilitate training programs based on
adult learning methodology

- Capable to write high quality reports and other project
documents in Bahasa and English

- High levels of self-motivation
and initiative to establish
working relationships at district, sub-district and school

- Capable to work effectively as part of a multi-cultural and
multi-disciplinary team

- Good inter-personal skills 

- Patience and flexibility 

- Ability to work in remote areas for extended periods of time

Terms of Reference

Background

Papua Enterprise Development Program (PEDP) is one of the Oxfam Global
initiatives to improve community economic and social development. This
program funded by New Zealand Government (NZAID) through Oxfam GB
affiliation ONZ. This program will be implemented in several areas in
Papua; Nabire, Paniai, Jayawijaya and Jayapura.

In the implementation phase of this program, Oxfam will be supported by
local partners. Specifically for Nabire, Oxfam got support by PAME to
assist and support coffee farmers in development of community Arabican
coffee. So far, PAME stand in the format of CV or limited corporate with
profit oriented value. With this format, PAME has limited obligation to
mentoring coffee farmers in improving the quality and quantity of their
product including their human capacities. This is how Oxfam think that
it is very important to find a new format or improving recent format to
enable PAME in mentoring and assist local coffee farmers to more able in
term of their self capacity as coffee producer in business management,
marketing, improving their product (quantitavely and qualitatively), and
land management.

The new format and new improvement in the PAME profile, hopefully, will
optimize PAME ability to mentoring and assisting coffee grower in Paniai
and surrounding areas. Especially in their productivity and self
capacity as well, improving PAME staffs' capacity as local
entrepreneur in coffee marketing and bale them to inspire other Papuan
to become entrepreneur. On the other hand, Oxfam also hope that PAME
staffs have clear direction as a company, foundation or any suggested
form, supported with clear job description to all the staff, clear
project management, financial management, and clear vision and mission
of PAME.

Objective

This consultation can be held by an organization or individual
consultant firm/ independent firm which are competent and experienced in
supporting PAME with technical and ideas supports. The objectives of
this consultancy are to support PAME especially in:

1. To assist PAME in reviewing its existing profile, finding
alternative profiles, and when needed, supporting PAME in setting up
its new profile which is supported with sufficient legal status ;

2. To assist PAME in completing its organizational basic rules and
standard (such as AD/ART as well as vision and mission);

3. To assist PAME in setting up an Adequate organizational
structures along with clear ways of working, roles, & responsibilities
and rules for all PAME staffs;

4. To develop a plan for capacity building for the staff of PAME,
and conduct basic training on organizational management for the staff;

5. To assist PAME in developing a clear office management system /
standard operational procedure (SOP) which related to each staff'
responsibility in the PAME structure, ownership of asset and profit of
PAME

Expected results

1. Finalization of PAME's organizational profile, supported
with legal document)

2. Organizational basic rules and standard (such as AD/ART as well
as vision and mission

3. PAME structure with clear staffs' job description

4. PAME's organizational rules, and ways of working

Oxfam has worked for over 50 years in Indonesia and now focuses its efforts on empowering women, building the resilience of those living in poverty to shocks and disasters (including responding to emergencies), and improving the effectiveness and accountability of governance for those living in poverty and especially women.
We are currently looking for a dynamic individual to provide strategic direction and leadership of our area programme in Papua, Indonesia.

As a strategic leader, you will be responsible to lead Oxfam GB programme delivery and implementation in Papua, including major programme design and planning to deliver programme component of Project Implementation Plans, deliver demonstrable impact through direct programme action and advocacy action based on programme experience and outcomes in order to bring about policy and practice changes relating to Oxfam GB’s aims.

Acting as a strong and committed leader, you will shape and support the Papua Area Office Team in implementing operational field based work and the capacity building of the team. This will include managing area budget and ensuring no disruption in day to day programme operation.

You will need at least 3 years proven experience of programme or complex management including managing budgets, staff, and funding of the programme - preferably in Papua area. This is to include excellent project development skills, with a good understanding of team development and proven financial management. You will also need to have a good understanding of community development issues, with experience of or ability to work directly with local NGOs and/or local partners. Knowledge and demonstrate ability to adapt to local culture, and strong commitment in promoting diversity, including gender equity.
