ob vacancy at RTI Indonesia_Resident Program Advisor_NTD Project

The Resident Program Advisor is responsible for providing a wide range
of program management and technical oversight to the NTD country program
in Indonesia, where RTI serves as the grantee-equivalent under the
Program. The Resident Program Advisor collaborates with the Project
Administration Manager and HQ Deputy Director - Operations to ensure
timely submission of technical and financial deliverables,
administrative management and to ensure sound financial management of
NTD program budgets and contractual obligations. The Resident Program
Advisor may also provide global backstopping support for Program
activities involving multiple countries, such as supporting the
organization of Program-sponsored meetings and workshops. Finally, s/he
assists the Program Director in responding to requests from the USAID
AOTR; and serves as the primary focal person for the Ministry of Health
and USAID Mission.

Duties and Responsibilities

1. Working with RTI's HQ management and financial staff,
provide on-going support to the MOH NTD team to complete the Fixed
Obligation Grants documentation, including application, summary reports
and other documentation required to initiate and provide payment to the
implementing districts.

2. Support the MOH team to communicate with the districts to assure
planning, tracking and implementation of the MDA

3. Travel to selected field sites to observe and assist in the
supervision and oversight of the MDAs, and to obtain feedback from
district level teams for how to best provide on-going training and
support for future MDA and scale up

4. Working with RTI's M&E Specialist and the MOH, assist in
collecting data for MDA reporting forms for districts funded through
USAID

5. Manage country program

6. Provide backstopping support to NTD country programs,
particularly countries for which RTI serves as the grantee-equivalent,
and Asian countries under the NTD Control Program. Specifically,
provide backstopping support for the preparation of annual country work
plans and budgets; provide backstopping support for MDA implementation;
provide backstopping support for monitoring and evaluation of country
program activities. Serve as the NTD Control Program's principal
point of contact with these country programs. Submit bi-weekly progress
reports highlighting any areas of concern or matters requiring remedial
action.

7. Collaborate with NTD Operations Director for development and
maintenance of drug management plan for country program

8. Build partnerships with other donors and private sectors for
scaling up and sustainability of program

9. Available to travel in-country at least 20%

Education and Experience

MA plus 6 years, or BA plus 10 years experience required with
commensurate experience working within health programs at the central,
provincial and/or regional levels

Experience in health and/or neglected tropical diseases program
management preferred

Knowledge, Skills and Abilities

· Strong oral/written communication skills and ability to
communicate at multiple levels in the organization, Ministry of Health
and USAID

· Strong planning, organization and problem solving skills

· Strong presentation and facilitation skills

· Ability to build effective relationships with all clients,
peers, and stakeholders

· Ability to work hands-on, independently, and within team in
difficult work environment

· Culturally astute, respectful and tolerant

· Must be Indonesian
