SCOPE OF WORK
Private Sector/Technical Fund Manager

BACKGROUND
Strategies Against Flu Emergence (SAFE) is a three year program funded
by the United States Agency for International Development (USAID)
implemented under the leadership of Development Alternatives, Inc.
(DAI). SAFE works with government, private sector, NGOs, community
groups and other stakeholders to strengthen the capacity of the
Government if Indonesia and its people to respond to AI and other
emerging pandemic threats.

OBJECTIVES
Seek and develop innovative ideas, products and pilots for SAFE to fund
under the Biodiversity Innovation Fund (BIF) program, manage competitive
award process, and leverage funds for the program by convincing
multi-national corporations to contribute to the BIF.

TASKS
The Private Sector/Technical Fund Manager will have the following tasks
or areas of responsibility:

• Management
- Develop Innovation Fund's goals, grants processes, grant themes,
expected outcomes.
- Support, develop and coordinate (if necessary) the technical
development of grant applications.
- Oversee Grant Review Committee meetings.
- Oversee the process of technical evaluation of applicants.
- Oversee the administration of all necessary internal grant documents,
including evaluation forms and applicants' plans with clearly
established goals that are realistic, measurable, and represent the
highest objective that the recipient can expect to materially achieve
and for which it will be held accountable.
- Evaluate / report on technical performance and impact of all grants
including success stories.
- Train SAFE staff to represent and market BIF in the field.
- Perform additional secondary duties as assigned by Team Leader and/or
Chief of Party.

• Marketing
- Design and manage SAFE's BIF private sector engagement strategy
for how the fund will be marketed through the private sector. Include
development of a master list of possible private sector partners for
engagement.
- Conduct meetings and event with private sector to market fund and
generate buy-in for possible co-investment / co-financing opportunities.
- Support development of co-investment / co-financing opportunities
including development of MOUs and financing strategies.
- As co-investment / co-financing opportunities materialize, manage
relationships and activities ensuring success is achieved and
communicated broadly.

QUALIFICATION
- Minimum Bachelor degree from a reputable university
- Fluency in written and spoken English and Bahasa Indonesia
- Strong communication and interpersonal skills, and ability to work
independently and effectively in a team environment.
- Experience with USAID funded projects preferred
